Position Description:

General Dynamics Land Systems is looking for an experienced Compliance Lead to join our team in Sterling Heights managing compliance with certain requirements of our Government Business Systems including primarily Accounting System, Material Management Accounting System and Earned Value Management System (defined in DFAR 252.242-7005).

With respect to relevant business systems the role includes the following:

  • Liaison with internal and external auditors, coordinate audit requests with responsible departments and review documentation before submission

  • Analyze and assist in remediation of audit issues identified in timely manner

  • Act as a subject matter expert for business systems compliance questions (FAR, DFARS, CAS)

  • Identify and manage risk including activities such as periodic risk assessments, design and management of ongoing surveillance activities, policy and procedure reviews and implementation of key performance metrics

  • Report activities, status and results to management

Specific to EVMS, the role also includes the following:

  • Develop an EVMS surveillance program that adequately addresses the 32 Earned Value Management guidelines (EIA-748).

  • Lead cross-functional team that performs proactive surveillance audits and produce reports formally documenting results of audits (e.g. findings, identified risks)

  • Assist in the development of corrective action plans in response to audit findings and ensure timely closure of internal audit findings and external audit Corrective Action Requests

  • Coach and mentor Control Account Managers (CAMs) and Work Directive Leads on the fundamentals of EVMS

  • Facilitate mock CAM interviews by critiquing responses and providing knowledge of EVM techniques

Position Requirements:

Basic Required Qualifications:

  • Bachelors of Accounting or Finance or a Business degree with a focus in Finance or equivalent

  • Minimum 7 years of related work experience

  • Experience performing audits and interacting with audit teams

  • Exceptional interpersonal and communication skills and the ability to interact effectively with all levels and foster relationships

  • Strong organizational and time management skills/ability to continually prioritize workload and respond to top priorities with a sense of urgency

  • Knowledge of Cost Accounting Standards, Federal Acquisition Regulations, and Defense Federal Acquisition Regulations

  • Demonstrated analytical and decision making skills and a strong attention to detail

  • Demonstrated skills in Microsoft applications

  • Demonstrated oral and written communication skills

  • Ability to work independently and on multiple projects at the same time

Preferred Qualifications:

  • Experience with Oracle, Cognos and OBIEE

  • Experience with Earned Value Management
